This Study is aimed to find the effective ways of solving aging problems through considering the connection of the senior citizen centers to community welfare centers and welfare centers for the aged in order to activate the functions of the senior citizen centers. The welfare centers here include both community welfare centers and welfare centers for the aged. The activation in the functions of the senior citizen centers, which is often mentioned nowadays, means the renovation in its structure, and it requires various strategies for intervening to the present system managed by its members. In case of using coercive methods for connection, there may be resistance of the members against the ideas and it may bring unnessary conflicts. In other hand, we may effect positive reactions from its members, only if the connection efforts is well known as bringing them substantial benefits. For this positive effect various intervention strategies are required. In this study I suggest the following strategies for its purpose First, there requires building the cooperative system between the operation bodies as a prerequisite condition for the connection efforts. Second, there requires a method to bring the senior citizen centers which are operated with the connection to welfare centers additive funding from the government even though there will be difference in funding by programs. Third, considering the conditions of the facilities in senior citizen centers, there requires the process of renovating its facilities to accomodate the needs of the aged. Fourth, there requires securing professional and para-professional workers including trained full-time social workers, part-time nursing workers, paid home helpers and volunteers, and their interventions. Last, there requires developing appropriate programs. The full-tune workers need to have abilities of planning, developing programs, securing funding, managing administrative tasks, and evaluating services.
