The purpose of this study is to investigate the determinants of financial growth in local government since the introduction of local autonomy system. To that end, this article does a positive research on the determinants of financial growth in local government. Considering the validity of analysis, panel data were constructed combined with both time-series analysis and cross-sectional analysis and did the pooled time-series analysis via the SAS program. Major findings of the study are as follows. First, this study affirms that the incremental theory plays a great part in the local financial growth after 1995. Second, Wagner`s law claiming that as the economic developments are in progress, finance will grow, is partly applicable to the growth process of local finance in Korea. Third, financial illusion doesn`t work in local government of Korea. Fourth, the budget-maximization theory cannot explain the financial growth of local governments.
