As much more local governments have increased their investments on education, local education finance may be the one of the most important factors in developing growth potentiality and industrial core competence. Specifically, the paper investigates the current state and cases of support provided by local governments, in recognition that while local governments should function as major supporters of the program, their roles have been rather limited so far. Therefore, this study examines the current status of the local education finance, finds problems, and suggests solutions in accordance with new government educational reform agendas.
This study finds following problems by analyzing the trends of local spending on education. First, rich local governments have much better environments for education. Second, the amount of local education finance fluctuates. Third, poor local governments have difficulty in participating national supporting programs due to their finance conditions.
In order to solve these problems, this study suggests future directions for the desirable enactment and revision of ordinance, upon review of discussions involving the amount and the use of their funds in their regulations. Lastly, local governments should have the process which mainly handles local education and evaluating systems.
