It is a general perception that local governments constituted directly by local election would promote the decentralization and thus raise the efficiency of local finance management. Namely, as Tiebout hypothesizes, if local residents can express their individual preference about the types of tax & public service package by voting or other similar measures, then the efficiency of local public resource allocation will be increased. Also, it is argued that the supervision of local civil society, through voting and election, is more effective in securing the health and soundness of local government expenditure.
The local election, however, has negative effects as well as positive ones on the efficiency and soundness of local public finance management. If no coordination mechanism is established for the various interest groups in the local society and/ or if no proper civil control mechanism is provided for the local government, then the beneficial effects of local election on local finance cannot be expected.
In this paper, I examine and discuss the effects of local election on the local public finance management focusing on the two aspects of local finance i.e., local revenue and local expenditure. Conclusively, I suggest that local government should establish more institutionalized performance management system and local civil society should strengthen their efforts for the critical review of local government budget if we want to secure and promote the soundness and efficiency of local finance.
