A study on the determinants of financial growth in local governments is crucial in junction with the introduction of local autonomy system. Namely, the questions on what has caused and is the most influential factor on it are required. Additionally, an investigation into the patterns and hierarchy of local governments is a must in that regard.
Of course, a wide variety of studies on the quantitative growth of local finance were found. But, most of them are related to the growth developments of local finance. Further, studies on the expenditure side of local finance rather than the growth side of it were predominant. To top of that, articles on the determinants of local finance at home and abroad are few and far between.
The purpose of this study is to analyze the determinants of the spending patterns of local government expenditures by using panel data of local governments from 2002 through 2007.
The methods used in this study are threefold; Literature review, descriptive analysis and empirical analysis based on the analytic framework of the study. Considering the validity of analysis, panel data were constructed combined with both time-series analysis and cross-sectional analysis. Prior to the empirical analysis, correlation analysis were also conducted.
These finding results have several policy implications as following.
First, Wagner"s law claiming that as the economic developments are in progress, finance will grow, is partly applicable to the growth process of local finance. However, among the three factors by Wagner"s law, income and population have positive impacts on the local financial growth.
Second, this study affirms that the incremental theory plays a great part in the local financial growth. Given that this trend is not desirable for the local financial growth, the discussions on how to exclude or constrain the incremental elements need to follow. The number of public servants representing the theory has a negative relation with the financial growth.
Third, political party effect model cannot explain the local financial growth of local governments.
