The question of emigration acquired importance since the 1990s in the agenda of Brazilian foreign policy due to the expansion of the Brazilian communities and the consequent increase of the demands of these communities to the Brazilian consular service abroad. From the 1980s, more than three million Brazilians chose to emigrate whether the intention of remaining temporarily or permanently abroad. In response to this emigration flow, Brazilian Ministry of Foreign Affaires, which is also called by Itamaraty expanded its consular network up to 222 consulates-general and fees, as well as consular posts of embassies, in more than 168 countries.
Thus, this work approaches the interaction between the Brazilian State and its communities abroad so as to demonstrate how this interaction affects the formulation of policies aimed at Brazilians abroad, analysing four brazilian communities in the United States, Paraguay, Japan and Portugal, in the aspect of history, characteristics and problems. The process that culminated in the creation of the Under-secretariat for Brazilian Communities Abroad in 2007 for the policy formulation and implementation of the policies aimed at the Brazilians abroad. The consolidation of the policies is not only due to the governmental perception of importance of the emigration issues, but also to the pressures exerted by the Brazilian communities abroad and its advocacy groups to increase the defense of migrants’ rights.
