European common agricultural policy, implemented in order to increase farmer`s incomes and stabilize food supplies, has shown problems in many aspects, although it has achieved part of its initial goals. In particular, in has been criticized abroad by the third party nations because it has supported protectionism in trading with the third party nations. Internally, it has faced with ever increasing financial pressure resulting mainly from over production of many crops and incremental budgets allocated to control agricultural products. In order to resolve these problems, EU launched fundamental reforms for agricultural policy in 1985, 1988 and 1991. It is also expected that EU will go further to change its agricultural policy when U.R. agreement becomes valid in the world market. It seems inevitable for EU to change its agricultural policy which is sustained up to this point on domestic subsidiaries and export subsidiaries. This line of changes are anticipated because EU and America hammered out a special agreement from U.R. agreement. It is indicated in the agreement that EU and America will realize in the agricultural sector such things as free trading supported by non exception based taxation, 6 year`s tax discount on the average of 30% with minimum of 15%, 6 year`s quantity based 21% decrease of export subsidiaries, 6 year`s 21% decrease of domestic subsidiaries, and the like. A series of agricultural policy reforms conducted by EU deliver an important policy message when we consider agricultural problems residing in the current state of Korea. Seen from the structural level, the simple expansion of arable land per family will not allow us to have a competitive position in the international market. On the other hand, there is a high risk for price sustaining policy to decrease farmers` incomes because the policy may instabilize demand and supply of agricultural products. It is oxpected that `92 agricultural policy reform made by EU since U.R. agreement not only give us an important policy implication, but also has a great deal of influence abroad.
