Samuel Huntington’s Clash of Civilizations became the influential theory to explain and predict the violence phenomena of the modern times. But as the title ‘The Clash of Civilizations and the Remaking of Global Order’ says, it was written to reformulate the foreign policies of Western countries after the collapse of Soviet Union. When the bipolar system left from the stage of history in 1990, two kinds of ideas concerning about the future were raised. One of them was the endof-history thesis by Francis Fukuyama, based on the concept of Hegelian History(1992), and the other was Samuel Huntington’s Clash of Civilizations. The thesis of Francis Fukuyama was so optimistic about the post-Soviet era that the future of human society would be full of peace and democracy. But the Huntington’s thesis was totally different. He said that the clash of civilizations would dominate global politics and the fault lines between civilizations would be the battle lines of the future. His thesis obtained the support and agreement from the international community of scholars, politicians and from the public opinions. And it became the main frame of American foreign policies, especially after 9·11. Furthermore it is more reasonable to say that Huntington’s Clash of Civilizations became the ideological tools to grant the legitimacy to the US invasion of Iraq in 2003.
This paper deals with this clash of civilizations thesis as the ideological framework for US foreign policies. Huntington’s thesis is not a scientific theory but an ideological construction for the ‘Remaking of Global Order’. Huntington said that the fundamental source of conflict in this new world would not be primarily ideological or primarily economic, but the great divisions among humankind and the dominating source of conflict would be cultural. But it is not true. The fundamental source of conflict is still political and economic problems. A series of ‘Spring’ events in the Middle East and ISIS are closely associated with the crisis of World Capitalist System. Huntington’s Clash of Civilizations conceals the essence of modern violence phenomena and becomes the main causes of contemporary problems of the Middle East. The US invasion of Iraq in 2003 was supported by the clash of civilizations thesis and the unified national system of Hussein’s Iraq was collapsed by the sectarian violence and terror among Shia, Sunni and Kurds. Besides Islamic State established itself permanently as a state or quasi-state in the heart of the Middle East and actively uses the rhetoric of the upside-down Clash of Civilizations for the new Islamic Caliphate. Therefore the relationship between US and Islamic Jihadists seems to be adversarial symbiosis.
Unlike the approach of the conflicting civilizations, this paper deals with the modern violence phenomena from the viewpoint of the crisis of world capitalist system. Bretton Woods system dissolved between 1968 and 1973. The U.S. dollar’s fixed value against gold became free from the Bretton Woods system of fixed exchange rates. As a result, the inflation becomes inevitably due to the expansion of dollar liquidity, the high unemployment rate threatens the minimum conditions of survival. This contradiction was exploded as the global financial crisis in 2008. And the ‘Spring’ events in the Middle East and ISIS are closely related to the crisis of modern world system. In this context the clash of civilizations thesis is a kind of ideological camouflage to cover the essence of the problem.
