After the Imjin and Byungja Wars, the operation of the Ganghwa-do’s JinBo(鎭堡), which were installed as part of the expansion of the armaments, was financed as the form of Gupdae(給代) and it was huge financial burden for the Ministry of War(兵曹). For this reason, a variety of measures have been taken to replace the Ministry of War’s Gupdae(給代), such as the installation of a garrison farm(屯田) for the ranch, and the promotion of land reclamation and dike construction(築堰). One of the typical example was the dike construction of Seondupo(船頭浦), however, the yield from it did not meet expectations. As the operation of Jin and Bo became poor and the financial pressure of the Ministry of War became worse, the policy of MokjangSeoldun(牧場設屯策) was promoted again and finally came to be realized by Park Gwon in 34th year of King Sukjong(1708). At that time, the two farms of the Bukil(北一) and the Jingang(鎭江) were all reclamated as a garrison farm, however management was not smooth. The livelihood base of the migrants and militaries were weak and it did not take root. And the landowners and official’s private occupation of a garrison farm was carried out publicly. Especially, the landowner forces took the garrison farm and kept it as a private property, and constantly collected the land rent tax that is suitable for it. The land rent tax rate of the garrison farm was constantly going down, and for this reason, the income secured through the management of the garrison farm was not enough to replace the Gupdae(給代). Faced with difficulties in procuring munitions based on land, the Gupdae was left to the burden of the Ministry of War. The military finance of the dynasty could not find a new breakthrough and was in a dilemma.
