Many studies previously done of the Yushin system period concentrated their attention upon the regime’s violent nature. But regimes do not work solely upon control and oppression. The Park Jeong-hi regime also turned their eyes to social relief projects, as part of its series of policies labelled as ‘social development plans.’ This was primarily to eliminate social problems before they become serious. In this article the Yushin regime’s social projects are examined, especially in terms of a certain role played by big enterprises in their continuation.
During the Yushin period, Korean businesses not only increased their economic size, but also expanded their social influence, through social projects. This aspect should be examined more, to redefine the relationship the state and capital formed in this period. Businesses established close relationships with the government not only in economic areas but also through several social welfare projects. Business was never a passive follower of the state’s policy. It was rather an active one.
Examined in this article are their activities in that area, which are effectively demonstrated in two areas: company foundation and ‘medical insurance.’ Also examined is the notion of “big business’ social responsibility” that began to prevail in the 1960s, urging big business to actively take on roles in social projects which apparently prompted the business to do just that. And here, problems and weaknesses of such social projects -launched by big-businessesare examined as well. The results would hopefully lead to new possibilities to reexamine the state-business relationship of this time from a new light.
