Embodying the history, culture, and value system of the 500-year Joseon Dynasty, these royal tombs are an outstanding cultural heritage of Korea. The Royal Tombs of the Joseon Dynasty are unique examples of historic sites where the tombs of all the kings and the queens of a dynasty have been preserved. Among the 42 total tombs, 31 are located in seven towns and counties of Gyeonggi Province.
According to the 2009 Registration of UNESCO World Cultural Properties, demand for the utilization of local tourism resources by systematic conservation management has increased regionally. As the Royal Tombs of the Joseon Dynasty are located far away from city centers, there is trouble utilizing them as sightseeing spots for tourists. In particular, even though 75% of The Royal Tombs of the Joseon Dynasty are in Gyeonggi Province, they are managed by the Cultural Heritage Administration, which usually hands management responsibilities of other world heritages to local governments. Also, there are rising worries about inefficient field management and disjunction between local demands and management goals because of limited local participation.
The goal of this research is to analyze the spatial significance of the 31 Royal Tombs of the Joseon Dynasty in Gyeonggi Province, understand the actual current conditions of the management and the distribution of these tombs, and then suggest a local initiative management method for them. For this, a spatial analysis using a geographic information system and space syntax has been conducted based on local and urban statistical data. We investigated the entrances and urban context surrounding the Royal Tombs of the Joseon Dynasty and tried to suggest a sustainable systematic management for urban historic landscapes and local participation.
When we examined the budgetary spending of the tombs, outside of repairs and maintenance of the tombs and the buildings, facility improvement takes up the lion"s share of the budget. In particular, Donggureung is the only example of a tomb that enlarged the disaster prevention portion of its budget through its collaboration with a local disaster prevention system. Working hand in hand with local fire stations and other disaster prevention systems before an emergency situation occurs is necessary. In order to equip the support amenities and the response system in time, Gyeonggi Province has to be in charge of the conservation and the management of the Royal Tombs of the Joseon Dynasty. The sharing responsibility and the balanced role between Gyeonggi Province and the Cultural Heritage Administration should be arranged clearly. Specialized technology, such as the restoration of the tombs, should be conducted with the Cultural Heritage Administration, and the maintenance and the management of designated areas of the royal tombs should be planned and managed the balanced integration of local and urban resources.
