In these days, due to the Agreement on Agriculture in WTO, the members generally oblize to deduction commitment for domestic support . Subject to the provisions of article 6.1. They must not provide support in favour of domestic producers in excess of the commitment level specified in section Ⅰ of part Ⅴ of it schedule, Therefore, they must reduct all the support what is called, Amber Box has the most trade distorting effect or effect on production. Amber Box consist of the price support or market price support and the market distorting direct payment. But Green Box that meets the fundamental requirement and basic creteria, free from the reduction. It need no or at most minimally trade distorting effect, effect on production and the support in assistantance by the publicly-funded government programme not involving transfers from consumers and not has the effect of providing price support. Furthermore, it need plus policy-specific criteria, Green-Box contain the infrastructure, public stock holding, payment for relief from nature disasters, producer or resource retirement programmes, structural adjustment assistance, environmental payment and regional assistance programmes. On the other hand, Agricultural Agreement has some questions. These are the criteria on externalization of support, the fundament requirement for exemption of deduction, unbalance between advanced country export and import country developing country, unfairness direct payments under production-limiting programmes. In conclusion, the above terms should be revised or improved towards for the better. especilly the last must not to be available. concerning the policy for our agriculture under WTO system, it must strengthen non-ecornomic or multi-function and also the principle of market economy should be established originally through direct payment and governmental service.
