Crime Victims suffer from not only visible damage, but also invisible serious psychological impact. Even in the process of criminal procedure, they could meet various unpleasant experiences, such as being blamed or getting alienated alone by police officers, prosecutors, and judges. A lot of crime victims are likely to be revictimized in the process of the whole criminal procedures. With this reason, many countries are now trying to solve these victims problems, especially focusing on how to protect and support victims. Accordingly. seeking the proper victim policy is a very crucial issues for every country. To accomplish this purpose, each developed country in the world makes desperate efforts to establish “the Basic Plan for Crime Victims”, which is related with the efforts for recovering losses and providing economic supports, for healing and preventing mental and physical harm, and for expanding involvement in criminal procedures. Both Korea and Japan have enacted “the Basic Plan for Crime Victims(BPCV)”, based on “the Basic Act of Crime Victims”. The BPCVs of both countries are very similar, but some of the policies are different from each other. For instance, the Government of Japan has a more progressive plan which gives priority to crime victims in entering public housing. to improve the crime victims' residence than Korea. In comparison with the Japanese policies, Korean victim policies are characterized by having more concerns for the assignment of attorney. Korean Government should try to catch a strong point of Japanese Government to establish and develop the ideal victim policies which are suitable for our Korean society.
