This study examined two main themes, the human characteristics of rear-end collision accidents and the impact of human factors to the rear-end accident damage cott, by using categorical regression model. The characteristics of drunken driving accident are as follows: 1. Accidents likelihood more occur in Spring and Summer, but less in Autumn and Winter. 2. The rate of severely injured damage accidents appeared to be more in man drivers than woman, but not statistically significant. 3. The rate of accident frequency is most high in ages of 30~40, and higher rate of night accidents int the older drivers. 4. The correlation between law-violation experiences and accidents frequency is negative, especially occupational drivers' law-violation experiences cannot induced traffic accident reduction. 5. Drivers who can't change their driving behavior have occurred traffic accident more than others. The categorical regression model about damage cost prediction discovered an interesting finding. Four indicators of the cost damage, sex, age, rear-end violation experiences(or rear-end collision accident experiences), alcohol rate in the blood, are statistically significant after controlling for the other indicators, variables-occupation, insurance, law-violation experience. And the most impactive variable is age, and the next is alcohol rate in the blood, sex in order. According to the result, we can derive the countermeasure to the rear-end collision accidents. 1. It is necessary to manage(educate) the younger man drivers and especially for older drivers, engineering countermeasures(to expanding night sight distance) are needed. 2. It requires to improve the structural environment of occupational drivers: diminishing driving time, optimizing duty fare and suggest a rest etc. 3. It is necessary to inform the danger of drunken driving and enforcement are carried out consistently. The result may used to develop the education program for the drivers causing accidents, to decide the criterion of premium insurance rates and to planning law enforcement agencies activities. The other human factors affect to the rear-end collision accidents and how they impact maybe considered in the future researches.
