The Manho-bu units of the Mongol Yuan empire were of course ‘military units’ in nature, but because of its such nature they also grew to become part of the imperial local governing structure. And in the same manner, the Manho-bu units installed in Goryeo reflected such dual nature as well. Primarily they were installed as military units that would serve the upcoming Japanese campaign, and established themselves as a military presence that would represent the political interest of the empire. But they also interacted with the Goryeo local administrative system, and began to feature characteristics that would have looked more than interesting to the Goryeo public which was accustomed to military and civil governing ‘separated’ from each other. Echoing the very functions of their own counterparts in Yuan, which not only served as military commands but were also put in charge of garrison farm management as well as grain transport, the Manho-bu units in Goryeo too engaged in various economic activities, while serving military, penal, and local political duties as well. Later they even slowly merged themselves with the traditional Goryeo local governing bodies. First a same individual would assume a Manho title as well as a local post ‘at the same time,’ and in later periods Manho-bu units and local governing units would be operated as a single entity in many regions.
