Joseon era Gangjin was a county with a size close to a large county. The town chronicle was created between the intersecting efforts of the central government to comprehend the location of the region in terms of the ruling system and its human and material resources and the efforts of the residents to build up the region’s status and culture. The several types of Gangjin town chronicle exist, but the 『Geumneung Town Chronicle』 was newly discovered in 2012.
This study attempted to enrich the interpretation of the 『Geumneung Town Chronicle』 by newly estimating the period of authorship. Existing studies have assumed it to be a private town chronicle compiled between the end of the 19th century and the early 20th century. However, this study demonstrates that it was compiled under the agency of the central government in 1793. Currently, multiple Jeollado region town chronicles from the late 18th to early 19th century displaying the same item compositions and article descriptions to the 『Geumneung Town Chronicle』 have been found. These town chronicles are of the 『Haedongyeojitongjae』 line, which was published subsequent to 1789(13th year of King Jeongjo’s rule), and the 『Geumneung Town Chronicle』 is also one in such a line.
If it can be clearly presupposed that the 『Geumneung Town Chronicle』 was compiled around the year 1793 and its compilation, a part of the National Topography compiled by the central government, it can hold a much richer interpretation. Topographis in the line of the Haedongyeojitongjae including the 『Geumneung Town Chronicle』 succeded the 『Yeojidoseo』 to increase items related to society and economy as it also increased items on the culture and the notable personages of the region. The first items appearing in the 『Geumneung Town Chronicle』 are the items of marketplace, taxation, slaves, military equipment, report on government officials, report on government officials who passed the state exam, and wooden printing blocks. Through these items, the 『Geumneung Town Chronicle』 expresses the will of the central government to comprehend the location of the region in terms of the ruling system and its human and material resources as well as the efforts of the residents to build up the status and cultural image of the region.

조선 시대 강진은 대군(大郡)에 근접한 규모의 고을이었다. 읍지는 중앙정부의 관점에서 지방의 통치체계상의 위치와 인적 · 물적자원을 파악하려는 의지와 지역민의 지역 위상과 문화를 구축하려는 노력이 교차하면서 만들어졌다. 강진읍지는 여러 종류가 현존하지만 2012년에 『금릉읍지』가 새롭게 발굴되었다.
본 연구는 『금릉읍지』의 작성연대를 새롭게 추정함으로써 『금릉읍지』에 대한 해석을 보다 풍부하게 하고자 하였다. 기존 연구에서는 『금릉읍지』를 19세기 말 20세기 초에 편찬된 사찬읍지로 추정하였다. 하지만 본 연구는『금릉읍지』가 1793년 중앙정부 주도로 편찬된 것으로 논증하였다. 현재 『금릉읍지』와 같은 항목 구성과 기술 방식을 지닌 18세기 말 19세기 초의 전라도 지역 읍지가 다수 발견된다. 이 읍지들은 1789년(정조13) 이후 편찬된 『해동여지통재(海東輿地通載)』계열의 읍지로 판단되며,『금릉읍지』도 그 계열 읍지의 하나이다.
『금릉읍지』가 1793년경 편찬된 읍지이며, 읍지 편찬의 계기도 중앙정부의 전국지리지 편찬의 일환이었다는 점을 명확히 하면,『금릉읍지』는 보다 풍부하게 해석될 수 있다. 『금릉읍지』를 비롯한 『해동여지통재』 계열의 지리지는 『여지도서』를 계승하여 사회경제관련 항목을 늘리면서 동시에 지역의 문화와 인물 관련 항목도 늘렸다. 강진읍지 가운데『금릉읍지』에 처음으로 등장하는 항목은 다른 『해동여지통재』계열 읍지와 마찬가지로, 장시(場市) · 상납(上納) · 노비(奴婢) · 군기(軍器) · 선생안(先生案) · 과환(科宦) · 책판(册板) 항목이다.『금릉읍지』는 이들 항목을 통해서, 중앙정부의 지역 파악 의지와 지역민의 지역 사회 문화를 기록하려는 노력을 담아내었다.
