The aim of this study is to investigate the impact of Korea Communications Commission(KCC)’s license renewal policy in 2008, which require the Cable System Operator(SO) distribute subscription fees to Program Provider(PP) more than 25% of total subscription revenues, on the performance of PP in pay-TV market. Especially, using the data from 2008 to 2014, policy evaluation is conducted for checking the effects of the policy in terms of the establishment of fair trade relations and the revitalization of TV content industry. Finally, this study argues that developing a new policy paradigm is needed for nurturing pay-TV industry and provides policy proposition based on content valuation standards.
