With the advent of the knowledge-based society in the 21st century, the need for female human resources in science and technology has increased and has become a major issue. There has especially been a growing awareness that their mobilization will raise the nation`s competitiveness. However, most scientists are still men, science texts are male-centered, and scientific thought fundamentally reflects the masculine worldview. Women-friendly science education is required to properly cultivate female human resources in science and technology. The WISE programs envision some effects in cultivating female human resources in science and technology and in increasing their roles. Above all, the programs expect to motivate young, promising scientists (including undergraduate and graduate students) and build support systems to enhance women`s roles in science and technology. The WISE programs can be very beneficial not only for female students and female scientists but also for corporations, colleges/universities, and the general public. The WISE program will also help resolve the social problems concerning the employment and education of women and other related problems. The pilot project for WISE was an opportunity to recognize the necessity of numerous different programs for fostering female human resources in science. As there are still too few participants and experts in the areas of interest, the need to promote a better understanding of the WISE programs remains high. Furthermore, the programs need to be connected with pubic policy for career development of female human resources in science. Therefore, additional efforts should be made on two fronts: Many pilot programs need to be developed to establish model WISE programs on the one hand, and ways to utilize excellent female human resources via career development should be worked out on the other. These are the challenges that should be addressed in the continual development and implementation programs suitable for females.
