In South Korea, the two historicalincidents, the April Revolution in 1960 and the May 16thcoupd’étatin 1961 were the very critical moments of political transformation. Especially the policy and role of America about the release of the Korean military in these two events was always questionable and controversial.Some newly declassied documents revealed the hidden facts.
In the April revolution, surprisingly the U.S. agreed to release Korean Army in suppressing popular uprising. Moreover CIA of the U.S. they have had a plan to mobilize and to instigate the KoreanArmy for military coup even under the apex of the student uprising. Then, nevertheless Washington knew the coup signs in advance, they did not take any initiative of defeating of dissuading the coup drive.
Then, at the time of May 16th coup, the U.S.’s choice of con in short term, but pro in concluding was neither unexpected nor neutral. It was fully expected and acceptable from American side.
Upon that the U.S. has had the two options simultaneously between stopping the coup and stirring it, in order to defend the democratic government Prime Minister John M. Chang must have fought against the coup-led military and the USA as well. But he did neither move resolutely nor take any determined counter-coup effort, but just leaning to and waiting for the US action to quell down the coup and to save his constitutional government.It was one of the worst choices of him.
