Yuhun Ruling (Yuhun Tongchi) is defined as the rule based on the will and injunctions of the former leader regarding his successor. Kim Jong-Il maintained and consolidated his dictatorial power through this ruling policy peculiar to North Korea during his time, and his officially designated successor Kim Jong-Un currently uses this political ploy for the same purpose. The key to Yuhun Ruling is to maintain the late leader’s absolute authority of his active years even after his death, because the more the authority of the late autocrat is maintained and cultivated, the stronger the power base of his successor in the succeeding regime becomes. In order to maintain the authority of the former leader, Kim Jong-Il erected numerous bronze statues of his father Kim Il-Sung all over the country and had the North Korean people worship them. Kim Jong-Un has also set up many statues of his father Kim Jong-Il to make the North Korean people bow before the statues. Additionally, Kim Jong-Il established the Kim Il-Sung medal, and subsequently, Kim Jong-Un the Kim Jong-Il medal, which are the highest honors bearing the names of the respective departed predecessors. Furthermore, when Kim Il-Sung died, his body was embalmed by his successor Kim Jong-Il, and Kim Jong-Un also preserved the body of his deceased father Kim Jong-Il permanently to allow the North Korean people pay their respects to the bodies. The preamble of the North Korean Constitution was created as a part of this Yuhun Ruling to make the best use of the late leader’s absolute influence. The Constitution did not have the preamble until 1998. The first preamble was constructed to deify the former leader Kim Il-Sung, who had died in 1994, through the constitutional amendment of 1998. Additionally, North Korea added glowing praises about the late Kim Jong-Il, who died in 2011, in several places of the preamble through the constitutional amendment of 2012. As a result, the preamble of the North Korean Constitution came to be replete of the utmost awe and respect, fervent praise and blind glamorization of Kim Il-Sung and Kim Jong-Il, the two former godkings of the country. Ultimately, the preamble has become merely a legal tool that strengthens Yuhun Ruling and the dictatorship of Kim Jong-Un, rather than being one of the most important elements of a constitution that actually has legal meaning.
