This paper examines locality and its dynamics by studying a local industrial town that has been transformed through the process of industrial change and the acceleration of global migration. I conducted my fieldwork for six months from September 2013 to February 2014 at Aikawa-town(Aikawa-machi). Aikawa-town, located at the foothills of northern Kanagawa Prefecture(Kanagawa-ken), is one of the Japanese regions where many foreign residents have settled, especially Peruvians and Brazilians who are nikkeijins(foreign nationals of Japanese descent). At the center of town where an air station for the Japanese Imperial Army had been, an industrial complex was built in 1961. Aikawa-town has been shrinking; after the Lehman shock in 2008 and the Great East Japan Earthquake in 2011, many migrants returned to their home countries. In recent years, migrants from Southeast Asia, the Philippines and Thailand for example, have been steadily increasing. I found that the localities have transformed at the levels of 1) interaction between residents, 2) institutional infrastructure, and 3) places for reflexivity with various strategies among community members. Every individual shares their past and present through communication in their everyday lives. Everyday communication relates to groups: in case of Aikawa-town, such a groups form mainly in Japanese language classes, ethnic restaurants and shops, and public and private schools. From the perspective of globalization, a local town of reshaping localities plays a significant role in helping community members move in and out, memorize and forget, and finally to develop the sense of multicultural identity.
