This paper discusses how urban poor develop communal relationship in Baeksa Village and analyzes its characteristics based on field data collected from February to November, 2012. Field site is the district being famous as the last chanty town in Seoul. It has been started as the place for urban poor whom the government evacuated from central city in 1967. There are many neighborhood meetings in shallow alleys and in front of small shops. It is very common to see old women and men gather either playing card or sharing food or just talking. These meetings and social interactions seem to make this community alive and cheerful despite of shaking outfit of community which had a view of half demolishing because of deserted houses and piles of garbages. I suggest that the image of Baeksa Village has been constructed through stories narrated by first comers who emphasize the harshness to build up a village by their bare hands and communal cooperations to overcome from the beginning. The present neighborhood which still emphasizes ‘good community``, is based upon frequent visits and sharing food and information. Some natives from the beginning play a significant role as a provider and mentor to other neighbors. They are the ones who repeat stories of good old days when people helped each other in the most harsh period and people joined to most family and community rituals together. These narrations not only make this community special but also make them take an agent role to help neighbors. Their role is crucial to link urban poor to various welfare services provided by local government and private volunteers. I argue that their roles are reflecting their strong identity as urban poor in Baeksa Village.
