The residents participate in the self government body’s the compilation of a budget through the participatory budgeting and experience the direct democracy. However, the participatory budgeting is an incomplete system in the making in the legal and working level aspects, so it has to be improved. It is specially focused on the case of Seoul city which is Korea’s the capital in this thesis.
The first, it gives shape to a concept, ‘resident’, because ‘resident’ of the local autonomy law is conflicted with ‘resident’ of the participatory budgeting rules. The concept of the law and ordinances have no call to do same the idea of the rules. ‘the branch and the employee’ are not suitableness among the resident concepts.
The second, it is discussed that the self government’s head is restricted by the opinion of a residents about local finance, because it is not a definite regulation by law. Therefore, it is solved by the legislation and the public subscription of Seoul city is utilized.
The third, the disqualification standard is legislated in the private rules of Seoul city, but it has to be changed that it is legislated in the rules. And the selection of the business is operated by the contents, not amount.
Finally, Method by connecting a predecessor and a successor is prepared for an efficiency of utilization. If the know-how of a predecessor instructs to a successor, it is not happened to waste of money and the professionalism is improved.
The local finance is the most important among the local government affairs. If the residents participate in the local finance, it means the substantial resident autonomy. In fact, the participatory budgeting have many defectiveness, but this system comes true the local autonomy through the application the improvements.
