Villages in the down-town of Seoul have been created on small streams which flew into the Cheonggaecheon. Along these streams roads have formed, connecting communities on the hillside surrounding the down-town of Seoul and commercial areas on the Cheonggaecheon. However the small streams were covered to accommodate increasing cars in the time of urbanization.
Now the era of development goes into the end. Gigantic urban structures are being demolished to recover the topographical own features which framed the urban forms of Seoul in the past. The restoration of Cheonggaecheon triggered these new trials which people didn’t experience before. By recreating a branch of Cheonggaecheon which flew through a village and improving physical environment on the stream, here it was sought out how to restore the historical continuity of Seoul and recover the community life created on the stream in the past.
The creation of a water-friendly suggested here is to attract consensus in the restoration process of a stream in the past and strengthen the neighborhood on the stream. Therefore creating a water-friendly village is composed with making a water-friendly environment, such as restoring a stream and communicating with neighbours and administrative authorities in order to make a water-friendly environment.
First, the restoration projects already executed in the down-town of Seoul were estimated in the point of making a water-friendly environment and communicating with neighbours and administrative authorities in order to make a water-friendly environment To find out the point of reference for making a water-friendly environment, a survey was made among experts and it revealed four key element, ①creating environment-friendly aqueducts, ②making green(or blue) networks, ③maintaining water quality, and ④conserving local flora. Along with the estimation of making a water-friendly environment, the trials to communicate with the interests were estimated in the process of restoration projects.
To complement failures in making green (or blue) networks and communicating with neighbours and administrative authorities, a pilot project area was selected, where a restoring stream can be connected with existing ones and a survey was made for residents and visitors in order to reflect their opinions on a plan for the creation of a water-friendly village. Considering the characteristics of communities in the down-town of Seoul here two pilot projects were carried out. One is in a commercial area, Namsan-dong and the other in a residential area, Okin-dong.
Even though a water-friendly village is created in the consensus of neighborhood and the continuity of a stream is secured to connect with existing ones, however it is important of a have an abiding interest and to maintain a restored stream by voluntary activities in a long-term. For that administrative authorities should help to establish a community center in a neighborhood, where people come by for communicating about village affairs. Administrative authorities also should make a task force team to support voluntary activities by a neighborhood. This team can help to inform and educate people and financially support for the voluntary maintenance of a village.
