Since the amount of water supplies could not fulfill world-wide demands, water is called "Blue Gold", and the value and importance of water is highlighted. Water resources are limited and are essential to maintain the organic system so it is certain that the conflicts in securing water resources among countries or communities will be more complicated in the foreseeable future than they have been in the past. Complications related to 'water' have been noted these days and Korea is no exception. However, It is true that social costs are wasted because there have not been enough discussions concerning the above in the past. From now on, we should find institutional improvement methods to prevent and solve the conflicts by generating total social consensus through discussions. The first thing to be done is to found a total water management system linked with water quantity and quality. If there were no error of management regarding some parts of the water system, the amount of water conflicts currently present would be prevented. Now, the present conflicts about water supplies issued in South Gyoung- sang province to Busan eventually comes from water quality problems. If the water of Nakdong River were clean, it would not be necessary to bring water from a long distance, costing lots of financial resources. Also, disputes over construction possibility of Hwang-gang and Jang-gok intake pump stations are mainly related to water quality and quantity, so the current structure in the water-system to manage quantity and quality seperately is a priority task which should be improved for national water management. Secondly, basic principles of water management and legal systems related to water should be consolidated. Water is needed to found the public and equilibrium principles of water management that makes it possible to share, utilize and develop water resources based on an equal-distribution principle under the understanding of that the water is public property, not the property of individuals or local regions. Water conflicts will be able to be prevented when what is mentioned above is realized, Public would found an effectively control- able basis concerning the disputing over the each regional logics at the broad view. Improvement methods, hazy laws and problems of operation of water rights and maintenance related to law, charges and improvement of the water utilizing charge system should also be made. Finally, It needs to be associated with efforts regarding negotiating with each opponent and mediating via a third person when water problems occur. Most conflicts may seem to secure each benefit through mutual negotiation and settlement. Above all, those negotiations and settlements may expect the best solution when only up-stream locals and down stream locals are focused on understanding and cooperation. For those results, mature citizens' consciousness and a healthy debate culture are established.
