In the aftermath of global economic crisis since the great depression of 2009, Korea was threatened by a employment crisis. To overcome this situation of crisis, social agents, such as not only managements and unions but also central and local governments, competent authorities and so on, have been pushing forward with the various countermeasures, however the effects were not satisfactory enough.
The objectives of this study was to research the recent actual state of employment crisis in Chungbuk area and to seek the development of a establishing the partnership between tripartite: the union, management, and government to maximize whole national economy and regional growth potential, as the policy alternatives for effective job creation and application.
First, The growth rates of -0.1% in primary industries, 4.7% in secondary industries and 3.7% in tertiary industries indicate that the Chungbuk shows steady growth pivoting on manufacturing businesses. Second, it is expected that Chungbuk would have poor job-creation-effect even in a business recovery because it Chungbuk is centered on manufacturing industries which has the lower employment inducement coefficients. Third, To view a manufacturing industries(electricity, electronics, machinery), businesses need more people but applicants are not enough for those needs. Forth, from 2008 to 2009, when watching the progress of regular employment ratio, which measures the level of employment stabilization, it was increased 0.3% in Chungbuk area.
lastly, one alternative would be adapted by examining and finding the cases of successful partnership operation not only of Chungbuk area but also of any other local governments. This study would conclude the concrete factors of success and suggest them as policy alternatives through the documentary survey and on-the-spot interviews of the persons concerned if necessary. And this would help conclude practical policy alternatives and make the better use of the achievements of this study.
In conclusion, to make the solution for imbalance of supply and demand and to push the human resource development business which is appropriate for needs and state of region, the main participatory agents in regional partnership should derive the cooperation from each other and the supports from government and they should work aggressively as the principal agent which is in charge of job creation and human resource development business.
