In this paper, the structural aspect of Chungbuk strategic industry development projects was investigated and a pragmatic solution to revolutionize local innovation system of Chungbuk strategic industry was proposed. The functional network of dominant institutions with high frequency of association was analyzed based on social network analysis method applied to institutions and companies involved in a unit project or detailed project.
It is shown that total 1,282 institutions and companies with Chungbuk Techno Park as the center participated to Enterprise-Support Service projects, and the projects contributed 29.2 percents increases in gross average of annual sales. Also 47.0 percents of those 602 institutions and companies were located at Chungbuk and they formed regional network centered on small-and medium-sized business.
As a result, Enterprise-Support Service projects highly contributed to rapid growth on local small-and medium-sized business in terms of annual sales increase. It is proven that capital investments for local industry development from central government or local government substantially improved competitive power of small-and medium-sized business, and formed local innovation system through association network.
