Both local food and social enterprises have a great significance in endogenous development of local community. Local food is a business area which completes circulare relationship between urban and rural areas. Social enterprises is now thought as an important policy tool to create jobs but its main function is to rehabilitate local community based on the reciprocity principle. In this regard, it is very meaningful to promote local food in the form of a social enterprise as both local food and social enterprises share the same aim to construct a self-sustainable local community.
The issue of local food and social enterprises were taken firstly by civil movement camp, but at the present the main driver of the issue becomes the government whose main interest is to create jobs. The active intervention of the government in the issue of local food and social enterprises helps to attract public attention but the problem is that the focus of policy is put on only job, with the aim of rehabilitation of local community forgotten. Civil movement camp should show a leadership to let the issue of local food and social enterprises understood in the paradigm of social economy and display more creativity to inaugurate social enterprises involved in local food.
