This article evaluats the development strategy of North Korea in comparative analysis in the context of socialist system transformation. This study tries to set the conditions and methods that lead the success of the North Korean transformation. And this study also indicates the task that leads North Korean authorities will be able to select some methods through international cooperation with her neighbors, Northeast Asian countries.
The Current development strategy of North Korea could be defined “practical socialism of so-called ‘Military-First policy’.” But North Korean conditions are not easy that lead the success of development strategy. Socialist system transformation in North Korea is, however, in compliance with gradual methods with ‘option from above’ which is desirable by the authorities when we consider surrounding factors current North Korean authoritative structure, preference of North Korean leadership, inter-Korean relations and international environmental etc.
The most efficient method of the economic reform of North Korea could be to offer her the way of international cooperation which helps to soothe North Korean security instability and to make North Korea follow the international norms in order to have her a membership card of international community. These efforts shall make functions to lessen the need of ‘Military-First policy’ in the development strategy and operation of North Korean system, while she tries to strengthen ‘practical socialism’ to become a ‘normal nation’. In this context, the countries related to North Korea’s future should pay much attention and seek the common policy line, which is not only for present but also future, to introduce the way for transformation to North Korea.
