Difference in strategic understandings and perception between North Korea and China
1. Ambiguity of alliance relationship ? Alliance relationship altered to that of ‘friend but not real friend'. China is the patron which North Korea relies on for survival as well as an entity which the latter shall keep a sharp lookout for.
2. Differentiation of international order ? Both North Korea and China had been rebels as well as challengers to the established international orders and systems. However, unlike North Korea indicating no change in its position, China has been developed a big power willingly accepting and responsible for the international orders and systems.
3. Duplexity of development lines ? Both North Korea and China had adapted the socialism line of the Soviet model; however China shifted its line to its own unique socialism line after employing the innovative open policies, and this caused dissenting opinion from North Korea.
4. Marketing of financial aids ? North Korea had enjoyed free financial aids from China, however deviation took place in the principle of financial aids between North Korea and China since the latter applied market economic rules to financial aids for other countries.
5. Equal treatment of diplomatic policies both for South Korea and North Korea ? Shifting from policies mainly beneficial for North Korea, China currently established strategic partnership with South Korea, and keeps its policies for issues in the Korean Peninsula equilateral to the both countries.
6. Conflict in positions for the North Korea Nuclear Challenge ? Conflict between the strategic objective of North Korea for preserving nuclear forces, and the position of China indicating denuclearization in the Korean Peninsula
Consideration and cognition of diplomatic policies of China for North Korea
Dilemma of China: When considering the power, effects to the world, and historical relationship with North Korea, China is capable of neither fully controlling nuclear testing in North Korea, nor altering actions that would give impact on the policies of U.S. for the North Korea nuclear challenge, or the situations in the Korean Peninsula.
Consequently, China passively responds to radical assertion of North Korea, and pays huge costs for returning North Korea to the Six-Party Talk whenever issue of the North Korea Nuclear Challenge takes place, while it is led by U.S., South Korea and Japan in actions to the issue. Even if China well recognizes that any sanction of UN to the North Korea yields no positive results, it votes in favor of every UN resolution for sanctions to North Korea showing alteration in the role of an intermediate exercised so far. China shall remind the lesson learned from the processes of handling the Indian nuclear issue.
