This study aims at researching the aspect of change by exchanging the copyright between South and North Korea and the possibility of development after the copyright bureau, the copyright office of the Democratic People’s Republic of Korea in exclusive charge of copyright of North Korea, was established as an affiliate of ministry in April, 2004.
As the copyright bureau was established, invested with exclusive right on the works in North Korea, it has solved the problems on the person concerned with the copyright, the person succeeded, and the subject of contract on group work or the work of organization, which is common in North Korea. It has brought the great change in exchanging copyright between South and North Korea.
The copyright bureau was established, since international society has strengthened to protect copyright and the recognition that the copyright can bring actual profit into the North Korea has been spread. Before it was established, exchanging copyright between the South and North Korea had been proceeded in the limited field as publication and film. But after it was established, it has kept bringing the good result of exchanging copyright between South and North Korea, including publication such as novel, children’s story, and version of ancient writing as well as broadcasting program of Chosun Central TV and film of Korea Film Export & Import Corporation. It also deals with the <HwangJinYi> which was produced with the right of dramatization of novel <HwangJinYi>, the record <Dongin> within the 10 songs sung by South Korean singers including the North Korean song <Bangapsumnida>, World Cup CF of KTF including the North Korean announcer’s actual voice, and the North Korean reporter’s pictures with the scenery in Baekdusan.
As exchanging copyright between South and North Korea is the business for cultural and economic exchange based on the trade reciprocity, both of them can be benefited. The result of exchange between South and North Korea after establishing the copyright bureau has made the North Korean writers begin to pay attention to the reaction of South Korean. And it also helped publishing company, film company, and broadcasting company in South Korea get profit with North Korean writer’s works, and made the consistent research proceeded about the North Korean works. Since the copyright bureau was established, the exchange between the South and North Korea is in the upper stage to pursuit the both nation’s profit above the basic stage to find out their commonality.
