The aims of this study is to analyze the character local growth politics in Jeonbuk province by examining the process of Saemangeum reclamation project. Especially focussing on strategic choices and countermovs of local growth coalition when they are faced with various obstacles in the way to drive local growth policy. Saemangeum project is received by local growth coalition as a golden chance to get enormous economic interests and political influences in local area. Local growth policy can be driven on the basis of growth discourse wide-spreading in local area. Growth coalition intervene to produce and spread it directly, and to strengthen the legitimacy of local growth policy by using locally floating growth discourse. They mobilize various resources and tactics to cope with the controversy and the crisis that growth policy have to be faced when it is pushed. The early stages of Saemangeum project, local university faculties and experts perform theoretical debate in the discussion between the value of development and preservation, when the water pollution problem of Saemangeum lake was raised, for instance. But When Saemangeum project are faced with the crisis of stoppage in 1999 and 2003, they mobilize physical violence without hesitation. In the process of growth politics in Jeonbuk province during last 20 years, growth coalition can hold an overwhelming position that based on a sharp gap of mobilizing power between growth and anti-growth coalition.
