Why does the tideland reclamation project of Saemangeum fail to achieve the policy goals? The purpose of this study is to answer this question and find the causes of the ineffectiveness and inefficiency in Korean national project implementation, especially in the tideland reclamation project of Saemangeum. The project was initiated to meet the increasing demand for land and water resources through the tideland reclamation of 40, 100ha in 1991.
For this purpose a analytical framework is built, which includes various factors affecting the policy outcome of the tideland reclamation project of Saemangeum. The policy outcomes including effectiveness, efficiency and equity were found very bad in the tideland reclamation project of Saemangeum because five implementation factors except environmental NGOs influenced the policy outcome of the tideland reclamation project of Saemangeum negatively.
The result of this study confirms the hypothesis that the five following factors such as the desirability of policy contents, policy-making process, the response of local governments, the election system, and the environmental NGOs influenced the tideland reclamation project of Saemangeum without satisfying the expectation. The above four implementation factors offered a bad and negative influence on the tideland reclamation project of Saemangeum, but the environmental NGOs had a good and positive influence on the tideland reclamation project of Saemangeum.
