This study examined how a partnership between prison and probation can reduce recidivism, improving way of thinking of dividing institutional corrections and community corrections. A substantial body of research on recidivism revealed that integration of prison service and probation service or cooperation of these two correctional areas can be an effective way to achieve correctional goals (e.g., reducing recidivism and protecting public). The current study reviewed the needs of partnership between prison and probation in terms of preventing recidivism of high risk offenders and enhancing prisoners’' successful reintegration into society. In addition, practical methods are considered to build a partnership between prison and probation. Major research findings are as follows.
1. In order to build a practical partnership between prison and probation, integrated offender management model needs to be developed. This new model enables more effective management of offenders by integration of prison services and probation services. In addition, a law requiring electronic monitoring of released high risk prisoners without parol such as chronic sex offenders and violent offenders should be enacted. To develop integrated offender management model and enact the related law, evidence-based scientific risk assessment tools should precede. Accordingly, multilateral partnership among prisons, probations, and police is essential to prevent crimes committed by released high risk offenders.
2. The partnership between correctional agencies and community is also important as prisoners' reintegration into society is not only a criminal issue of government but also a public safety issue. In other words, community needs to be involved in the governmental efforts to prevent released prisoners from committing new crimes. To achieve a successful prisoner reentry, government needs to encourage faith-based organizations' and community-based organizations' active participation in prisoners' successful reintegration into society. Through these organizations, community's role in prisoner reentry should be expanded. With robust partnership between correctional agencies and community, social infrastructure providing the needs of released prisoners such as housing and job can be built.
3. In the organizational and operational aspect, a strong partnership between prison and probation office should be enhanced. In the stage of establishing strategy as well as recruiting and training staff, cooperation and sharing information between prison and probation office is needed. Based on the enhanced effectiveness caused by partnership among government agencies, creating the Corrections & Social Protection Office(tentatively called) which combines probation services and prison services can be considered in the long term perspective. National Offender Management Service (NOMS) in UK will provide a valuable source for developing partnership between prison and probation and examining the possibility of incorporating prison services and probation services.
