Korean probation and parole program for only juvenile offenders was first introduced in 1989. Juvenile probation has increasingly become a dominant outcome in disposition of juvenile offenders since then. Targets of probation are extended to sexual violence offenders in 1994, adult criminals in 1997, and domestic violence offenders in 1998. Korean probation and parole has grown rapidly since the first introduction. The probation and parole system is thought as a major community supervision options in Korea, and it is functioned as a effective community defence mechanism of probationer and parolees, otherwise these offenders were laid aside in community. This study aims to examine juvenile probation and parole system of foreign countries(USA, UK, Japan) and to suggest new provisions for effective operational programs of juvenile probation and parole system in Korea. In USA, Juvenile Probation Department is committed to the protection of the public and provision of services to youth referred for violations of the law. The department provides services including treatment, training, rehabilitation and incarceration while emphasizing responsibility and accountability of both parent and child for the child’s conduct and offering the most opportunities for those youth who demonstrate the greatest potential for positive change. Generally to be a Juvenile Probation Officer in America, a bachelor's degree in Criminal Justice, Social Work, or a related field is required. Also, one-year of experience is in casework or a therapeutic setting. A Master’s Degree in human services or a related field eliminates the need for the one-year of experience. Juvenile Probation Department(Texas) operates the Boot Camp, Detention Center, secure residential treatment center and non-secure residential treatment centers. In Uk, the principal aim of the youth justice system, and the duty of all persons carrying out functions in relation to the system, is to prevent offending by children and young persons. Main systems of juvenile justice is the Youth Justice Board(YJB) and Youth Offending Teams(YOTs) in UK. The YJB is a non-department public body, sponsored by the Home Office. YJB maintains oversight of the operation of the YOTs and the youth justice system as a whole. Youth Offending Teams(YOTs), introduced 1998, is new structures at local and national level to provide the framework ti tackle youth offending. YOTs have brought together the staff and wider resources of the police, social service, the Probation Service, education and health, in the delivery of youth justice services In Japan, major probation and parole systems were consisted Regional Parole Boards and Probation Offices in Japan. The Regional Parole Boards are located in the eight regions covering the whole country. The major functions of the board are making decisions to release on parole inmates of prisons and juvenile training schools and to revoke parole decisions when parolees fail to observe the parole conditions. There are 50 Probation Offices throughout the country, which are located in the jurisdictional areas of the District Courts. Their major functions are to conduct probationary supervision over the juveniles placed under such supervision by the decision of the Family Court, the persons released on parole from prisons or juvenile training schools. Probation officers, having professional knowledge of psychology, pedagogy or sociology, engage in the work of rehabilitating those who have committed crimes or delinquency, giving them aid and guidance in their normal social life. A volunteer probation officer is a volunteer worker commissioned by the Minister of Justice with the work of rehabilitating offenders. As they are familiar with the environment and customs of their community, they are able to give effective guidance and aid in their community to those who have committed crime and delinquency, together with probation officers.
