Whereas the international trade of various products has been growing year by year, the inspection procedure of the customshouse has been simplified year by ear. Rapid increase of international correspondence via express service is another element which makes the drug control tactics even complicated. Continuation of these changes give us an warning that the control of illegal drug trafficking will certainly become harder and harder. Illegal drug trades via "internet" makes it even harder to prevent the concealed pervasion of illegal substances throughout the country.
It is believed that any of domestic criminal organization has been seriously involved in drug trafficking thus far. On the other hand, we have not had any criminal case so far in which a high level politician was involved in illegal drug trafficking by either bribery or conspiracy. Neither was any justice personnel victimized by retaliatory terror attack of trafficking organizarion. Nevertheless, we must be alert to covert attempts of the present criminal organizations, as the financial depression could urge them to get involved in transnational drug trafficking which might guarantee them huge amount of money in easy way. If any of criminal organization attempts to make a close connection with transnational drug traffickers, there will not be hard obstacle to prevent their intent.
In order to control the drug trafficking more effectively in any country, much wider discretion should be given to the investigation authorities. Possibility of abuse of discretion should be strictly removed in any situation. However, it should be reminded that excessive restriction of the active investigation could eventually cause fatal contamination of the whole society by prohibited substances. From this point of view, the author strongly suggested that not only the investigation authorities but also the whole society have to convert the idle thinking and allow the field officers to adapt necessary investigation methods such as undercover operation, wiretapping, and bank account examination more conveniently.
