As the first step to examine comparative significance of the fundamental factors affecting capability of the police to control the crime and disorder, the researcher defined "the Capability of Police to Control the Crime and Disorder" as including all of hardwares and softwares to be assumed to have influence on capability of police to control the crime and disorder. Eight major elements were selected to empirically examine the comparative significance of the fundamental factors; police philosophy and police system, management of police personnel, police resources and morale, integrity and strictness of law enforcement, cooperative policing and juvenile protection, social stability and public order, crime investigation and international cooperation, and police information system and its utilization. Sample of the survey include fifty professors who belong to police administration department of universities throughout the nation and the same number of senior superintendents who were assembled in the National Police Academy for continuing education. Collected data were analyzed by using the AHP(Analytical Hierarchy Process) technic, which enable us to overcome the possible bias or prejudice of respondents and therefore are frequently applied when attempting to obtain the scientific research results.
