Government procurement accounts for 10% or more of GDP in most states, and practices in this area can operate as important barriers to trade. Thus it is not surprising that it has been a concern of multilateral regulators since at least the end of the Second World War, and that it is a subject of great interest for the WTO.
The focus of this paper begs on the GPA between Korea vs. Australia/New Zealand and GCC FTA begs the questions of how to regulate GPA articles, reflecting divergences in their existing GPA provisions with other FTAs. The study begins with delineating conflicting issues of different thresholds with other countries or in central/local government, preferences in small/medium enterprise, and environmental procurement sector. It posits that some provisions regulating GPA of Korea vs. Australia/New Zealand and GCC FTA needs fitting out in the final drafts in both FTAs. The paper wraps up the suggestions on how the GPA between Korea vs. Australia/New Zealand and GCC FTAs in order to consider our positions reflecting the GPA of WTO.
