Since each country has gone through different levels of political and economic development stages, each government has pursuing different political and economic goals. As a result, its foreign trade policies appear various characteristics. This paper analyzes the protectionism of the foreign trade policies of the countries. Since it is the analysis of given country's classification, we use observation clustering (Q clustering). The data used here are indices which measure national protectionism from IMD World Competitiveness Yearbook (from2001 to 2005). We classify the protectionism policy into three different levels - high, medium and low protectionism. The result of ANOVA analysis shows the 5 variances(indices) in the clustering analysis could better distinguish the difference among clusters. Finally we analyze the relationship between these forms in the structure and China's protectionism.
