Despite the Asian crisis, trade relations between Korea and the European Union Member States developed in an overall positive way in recent years. Especially the opening of Korea for foreign investment was remarkable and Europe developed as largest investor in 1999. However, with the abolishing of tariff and quota barriers, mainly in the multilateral WTO framework, new challenges arise from tailor made protectionism not covered by this framework. In this paper, first the achievements in Korea EU trade relations are considered. Following is a discussion of the problems arising from new protectionism in both regions and an outline of desiderata for economic policy, especially in the areas of investment and the relation of multilateral and regional economic integration. Understanding trade policy requires to leave the domain of normative trade theory and analyze trade policy from a public choice perspective. Especially interest group theory as forwarded by the capture theory of regulation and Olsons work are helpful for deeper understanding of trade policy of the EU and Korea.
