Korean legislation implementing the Generalized System of Preference(GSP) in favor of Least Developed Countries(LDCs) was brought into effect on 1 January 2000, as part of concerted international effort by developing countries to assist LDCs to expand their exports. The purpose of this papers is to examine the GSP of Korea and to compare that of major preference-giving countries focusing origin criteria. And thus we suggest the improvements and extensions of GS in Korea.
The main results of this papers are as follows:
First, there is scope for expanding and improving GSP benefits. In so doing, special attention should be paid to extending product coverage. Second, the harmonization and simplification of GSP rules of origin should accomplished to facilitate their application and thereby improve the effectiveness of the GSP. Third, relevant information on the products covered and rates and other conditions applied under GSP should disseminate to the LDCs to exploit. Finally, the GSP in favor of LDCs need to the accompanied by efforts to eliminate the deep-seated weakness of supply capabilities in LDCs.
