EU and Korea basically show the different perspective for the world shipbuilding markets and competitive conditions, and have no possibility for compromise. Especially, EU filed a suit in a court against Korea shipbuilding industry on 21 October 2002. The main reasons can be summarized as follows. First, the Korea government grants a subsidy to the Korea shipbuilding industry which in prohibited by WTO subsidy negotiation. Second, owing to this subsidy, Korean shipbuilding companies get orders at a price below cost.
However, this argument should not be regarded as subsidy. It is because the subsidy can be regarded only if all the criteria of WTO subsidy negotiation. But the subsidy of Korean government can not satisfy the financial contribution, price and income support, and specificity. Thus, Korea has to solve this problem by cooperating with major shipping company and filing a counter-suit as well as directly negotiating with EU. And, Korea ship-building industries have to improve their wrong practice such as getting order at a price below cost, unnecessary competition among domestic companies, inefficient management structure, unnecessary facility expansion. Korea ship-building companies have to 1) make investment for acquiring core technology to manufacture a high value added ship; 2) maintain healthy financial status; 3) heighten the productivity by introducing advanced information and automation technologies. As a result of these efforts, Korea ship-building companies can make the world class competitiveness.
