As the cold war ended, the international situation surrounding Strategic Items Export Control has been dramatically changed. Under the UN resolution, the U.S. and its allies have taken great effort to restrict proliferation of Weapons of Mass Destruction and their means of delivery. Therefore, the strategic export control system has been increasing important in the international society, as the former COCOM regime was evolved into the export controls and restrictions based on the 'nonproliferation'. Nowadays, the export control system aims at preventing the transfer of ABCM(atomic, biological, chemical weapons, missiles) and technologies and goods related to conventional weapons or dual-use item.
This paper analyzes Korea's strategic export control system on the perspective of Korean export firms, utilizing surveys and interviews. And then this study provides the following policy suggestions for the effective operation and development of strategic export control system in Korea. First, the export firms must change their attitudes toward strategic export control system. Second, government must provide various kinds of support to export firms in order to establish their own compliance program and fulfill the strategic export control system actively. Then, through effective control of strategic items, Korean export firms bring about synergy effects of securing export markets as well as improving of national credits internationally.
