The eosa (御史, Royal Inspectors) were another type of bongmyeong sasin who were dispatched as central government officials to local areas during Joseon. While people usually think of the amhaeng eosa (暗行御史, secret royal inspectors) which surfaced during the latter period of Joseon when they hear the term osa, such officials were in reality also dispatched during King Seongjong's reign in the early stages of Joseon, During the early stages of Joseon, the inspection of local magistrates (swyeong) was conducted by officials dispatched from the Saheonbu (司憲府, Office of the Inspector-General). However, the emergence of central government officials dispatched to local areas who did not belong to the Saheonbu during the early stages of King Seongjong's reign, and the dispatch of officials closely allied with the king, such as those from the Hongmungwan (弘文館, Office of Special Advisers), to inspect local magistrates from the middle stages of King Seongjong's reign onwards, resulted in the expansion of the usage of the term osa to include not only officials from the Saheonbu, but these other officials as well.
The eosa first began to be dispatched by the central government to control local areas during King Seongjong's reign. The central government desired to dispatch eosa in order to keep a close eye on local magistrates and investigate the actual social circumstances in local area. The activities of the eosa made it possible for the central government to forge an exact picture of the manner in which local magistrates were acquitting themselves of their duties vis-a-vis the local population, and to use their performance of their duties to effectively exercise control over these officials in charge of the actual administration of local areas. In short, the eosa can be perceived as having been an integral component of the central government's efforts since the foundation of Joseon to establish a centralized control system.
The eosa system put in place during the reign of King Seongjong became further entrenched during the tenures of King Jungjong and Myeongjong. As the eosa possessed the power to investigate areas where suspicions of corruption existed and to strip corrupt local magistrates of their post, the use of amhaeng eosa (secret royal inspectors) gradually became more frequent during late Joseon. The use of amhaeng eosa, whose origins can be traced back to the reign of King Seongjong, eventually became one of the main means used to control local areas during late Joseon.
