The local administrative system of Joseon began with institutional reforms at the end of the Goryeo period, and continued with the objective to reinforce a centralized ruling structure. In order to overcome the problems manifested in the late Goryeo dynasty’s local governance, Joseon conducted reforms on its local administration system, and tried to establish a unilateral control of local regions by sending local prefects to all of those regions.
Such process, from the early half of the Joseon period during which this objective was pursued, can be examined through many aspects including the so-called Gwanchal-sa figures’ Gu’im-je(久任制) institution. This was a conscious effort realized in the form of a dynastic policy concerning local ruling, which notably surfaced during the reigns of king Sejong and Jungjong. It was a solution for reinforced central control, but the way it was employed slightly differed between the reigns of those two kings.
For example, in the early days of king Jungjong’s reign, the cause of edification was considered more heavily in the task of enhancing local governing. At the time, the central government figured that the reason the local regions were being plagued by poverty and instability was because vulgar customs in those areas were never sufficiently corrected. So during King Jungjong’s reign, the central government wanted to approach and resolve the matter by utilizing the Gwanchal-sa magistrates, who were by definition in charge of local education.
In an attempt to solve local problems, during the reign of king Jungjong several methods were employed, such as having candidates for governmental seats recommended from the local regions, honoring & rewarding people filial to their parents as well as widows who remained dedicated to their deceased husbands, and implementing Hyang’yak codes in local areas. In the early years of Jungjong’s reign, along with these methods the Gu’im-je institution for the Gwanchl-sa magistrates was also employed, so that they could be more willing and aggressive in spotting and solving local issues through an administrative platform and also on their own. In the process, the Gwanchal-sa magistrates were provided with a status as the beings in charge of enlightening local regions, and as a result established themselves as ‘Pung’hwa-gwan(風化官)’ officers, in charge of correcting and purifying local customs and conventional practices.
