The purpose of this study is to argue that fiscal competition may indeed lead to systematic increased patterns of public spending. Without tax competition inter-local fiscal competition focuses only on expenditure competition through land use expansion within local jurisdiction.
This study provides an empirical analysis of relationships between local competition and spending levels within Korean local governments in 1996-2005. The conventional view that more competitive local governments are found in highly urbanized and fragmented regions is supported by the data. It motivates a more refined analysis of the relationships between local competitive expenditure and up-zoning under the national land use regulations.
This study points out that inter-local expenditure differentials come from local land use differentials. The degree of local spending also depends positively on the level of urban development and negatively on land use regulations such as the national migration controls. In the long-term inter-local competition lead to more equalized land uses and increased spending levels among local governments.
