This study an evaluation model through theoretical examination about policy evaluation, advanced cases, the policy of university regulation in Japan, and a case study to evaluate on university location regulation in capital region.
According to built an evaluation model of university location regulation, a degree of population control goal achievement and a failure cause of population control goal achievement are adopted by an evaluation standard of that as an effectiveness evaluation standard, and a side effect by excess regulation is adopted by an standard of effect evaluation.
The results of evaluation by the degree of population control goal achievement are followings. First, the degree of population control goal achievement is low evaluated by university location regulation on a side of effectiveness evaluation. Secondly, the failure cause of population control by university location regulation is that excessive housing developments is more the obstruction factor of population control in capital region than building new universities and plants in capital region.
On the other hand, if we evaluate the university regulation policy in capital region some bad effect such as increasing of social capital, the obstruction of educational equality, the declining of national competitive power due to the extreme the university regulation policy in capital region and the increasing of college due to the university regulation policy in capital region.
Base on the evaluation above, if the research indicates the alternative plans about the university regulation policy in capital region. We need to allowed the establishment of new university ; need to ease the industrial college regulation; need to admit the establishment of new university at country side; also need to register the taxpaid university at gyeonggi province, as the short term alternative policy. We also need autonomy conversion between college and university, the abolition of the university regulation policy in capital region as long term alternative policy.
