There is a general agreement that metropolitan areas provide good atmosphere for industrial clusters. This is especially true for the case of Korea where major administrational and business functions are concentrated in the Seoul Metropolitan Area, which is also called as the Capital Region. The Capital Region is the most preferred location of firms in knowledge-based industries. In this situation, regulations for preventing over-concentration in the Capital Region need to be flexibly applied in order to allow the overall growth of knowledge-based industries. First of all, policy instruments should be offered to accommodate differential needs of firms at various stages of development. Firms which want to find places for locating their production facilities passing through incubating stage in Seoul, the central city, should be provided with spaces in the metropolitan setting for further development. In the short run, firms need to adapt themselves to the current regulations and fully utilize measures for knowledge-based industrial development. Ultimately, however, the reorganization of the regulations for the Capital Region should also be considered in order to positively allow for the spontaneous formulation of knowledge- based industrial clusters in this area.
