The population and industry of Korea has been concentrated on the national capital region because of the national development strategy that is a centralized authoritarian rule during the industrialization. For solving the problem, we has driving regulation policy of the national capital region after the 3th republic. But we live in the globalization and localization period, the national capital region has risen a core for national competitive power. Every country in the world is driving the balanced national development policy that is based on doing away with the regulation of national capital region and high-powered decentralization. France and Japan are representational.
But we are still driving the balanced national development policy based on the regulation of national capital region and for this kinds of reason, national capital region become weakened competitive power and development thoughtless for the environment become deepening and localities fall behind rapidly. Accordingly, this article suggest which we aim at the conversion plan about the balanced national development policy at 21 century. Firstly, this article suggests growth management strategy of national capital region based on innovation of this area. Secondly, this article suggests upbringing strategy of localities based on decentralization.
