Under the educational autonomy system having an independent education committee and educational superintendent, responsibility of the local government should be one of the most important factors in developing policy alternatives for local education finance. Since 2003, Gyeonggi Province, the local government, has developed and supported the educational-supporting program with a cooperation with Gyeonggi Province Office of Education, the local education authority.
In this study, this educational-supporting program, especially for the good high school case, is reviewed in terms of the decision-making process, progress, accomplishment, and feed-back, and then the proposition for its promotion is suggested as well.
This study proposes that the education autonomy system should be implemented and work together with the cooperation of local government. Therefore, first of all, an Ordinance related to educational partnership program should be set up to collect and distribute enough budget to provide quality education and guarantee its continuity. Secondly, an Educational Coordinator system should be adopted to guarantee that any level of the local government, or residents should have the process and procedures to take part in the decision-making process as a way of dealing with regional factors. Thirdly, a performance evaluation system should be developed and utilized to actual projects, and then the financial fund should be unequally distributed to each school based on its performance.
